To Build A Stronger Leader, A Stronger Organization, Starting With You.
Leadership Is More Than a Position. It's a Responsibility.
Delwin "Del" Lampkin is a California-based organizational leadership consultant, entrepreneur, professional development instructor, and public servant whose career spans more than 26 years of law enforcement and community service.
As the Founder and Chief Executive Officer of Harbinger Horizon LLC, Lampkin specializes in leadership development, workplace harassment prevention, workplace violence prevention, organizational culture, strategic communication, and human resources compliance training.
His professional experience combines the operational demands of public safety, the complexities of organizational leadership, and the responsibilities of elected public office.
Through his work, Lampkin advocates for leadership that emphasizes accountability, ethical decision-making, collaboration, empathy, and the development of organizational cultures where people can thrive.
His philosophy is grounded in a central belief:
Leadership is not measured by the authority we possess, but by the positive influence we have on the people and organizations entrusted to us.

Building Stronger Leaders. Strengthening Organizations. Empowering Communities.
More Than 26 Years of Law Enforcement and Public Service
Lampkin began his public safety journey in October 1999 when he joined the Los Angeles County Sheriff's Department Explorer Program at the age of 13.
That early introduction to public service established the foundation for a career encompassing law enforcement operations, professional instruction, organizational development, and leadership education.
His career with the Los Angeles County Sheriff's Department includes experience in custody operations, law enforcement training, risk management, workplace harassment prevention, and learning management systems.
As an Advanced Training Officer and professional instructor, Lampkin has helped develop and facilitate educational programs addressing organizational leadership, equal employment opportunity, workplace harassment prevention, cultural diversity, ethical decision-making, and strategic communication.
His experience also includes curriculum development, instructional design, and administration of enterprise learning management systems.
These responsibilities have provided him with firsthand insight into the relationship between organizational policies, leadership behavior, employee performance, and workplace culture.
He draws upon these experiences to help organizations recognize that effective leadership requires more than technical competence.
It requires communication, consistency, emotional intelligence, accountability, and an understanding of human behavior.
Educational Background and Professional Qualifications
Lampkin's professional experience is supported by formal education in organizational leadership, human resources, business, and criminal justice.
His academic qualifications include:
Master of Arts in Organizational Leadership
University of Massachusetts Global
Graduate Certificate in Human Resources
University of Massachusetts Global
Bachelor of Arts in Organizational Leadership
Minor in Business
Associate in Arts in Administration of Justice
His professional development includes advanced law enforcement training, instructor development, emergency management, organizational risk management, and leadership education.
By combining academic research with practical operational experience, Lampkin develops educational programs intended to bridge the gap between leadership theory and workplace realities.
Public Service and Civic Leadership
In December 2024, Lampkin began serving as a City Council Member for the City of La Habra, California.
His election marked a historic milestone as the first African American elected to the La Habra City Council.
As a public official, Lampkin emphasizes transparency, accountability, civic engagement, community collaboration, and responsible governance.
His approach to public service reflects the same leadership principles that guide his professional consulting work: listening to diverse perspectives, evaluating complex challenges, making informed decisions, and remaining accountable to the people he serves.
Lampkin believes effective public leadership requires balancing operational realities with the human impact of decisions.
His work in municipal government complements his broader professional understanding of organizational systems, public administration, leadership development, and community relationships.
His elected public service and private business activities are separate responsibilities.
Leadership Development and Workplace Training
Throughout his career, Lampkin has facilitated professional development programs for employees, supervisors, managers, executives, and public-sector professionals.
His training philosophy emphasizes experiential learning, audience participation, scenario-based exercises, and practical application.
Rather than approaching professional development as a series of presentations, he designs learning environments where participants actively explore workplace challenges and evaluate their own leadership practices.
His instructional expertise includes organizational culture, workplace harassment prevention, workplace violence prevention, communication, employee relations, conflict management, and ethical leadership.
He is particularly interested in how individual beliefs, values, and experiences influence workplace behavior and organizational performance.
For Lampkin, cultivating a healthy workplace culture begins with recognizing that every employee contributes to the environment in which others work.
Organizational Culture and Human Resources Consulting
A central focus of Lampkin's work is helping organizations understand the relationship between leadership behavior and workplace culture.
He advocates for organizational practices that promote psychological safety, employee accountability, effective communication, professional development, and respectful working relationships.
Through Harbinger Horizon, Lampkin assists organizations in evaluating workplace challenges, developing training strategies, and strengthening leadership practices.
His approach recognizes that organizational culture is not established exclusively through mission statements, policies, or executive decisions.
It is reinforced through everyday interactions, leadership expectations, and the decisions employees make when confronting workplace challenges.
A strong organizational culture is not simply something an organization declares. It is something its people consistently demonstrate.
Professional Speaking, Education, and Thought Leadership
In addition to his consulting and instructional responsibilities, Lampkin shares insights on leadership, organizational culture, workplace communication, human resources, and public service through professional presentations, educational videos, and published articles.
His educational content focuses on translating complex organizational concepts into practical lessons that leaders and employees can understand and apply.
Through Harbinger Horizon's publications and professional development resources, Lampkin explores subjects such as ethical leadership, workplace culture, employee retention, harassment prevention, communication, and organizational effectiveness.
His 3 Minute Brief educational series provides concise discussions of common leadership and workplace challenges.
His broader objective is to encourage professionals to examine not only what organizations expect of their employees, but also how leadership practices influence the environments in which those employees work.
Community Engagement and Professional Recognition
Beyond his professional responsibilities, Lampkin maintains an active commitment to community engagement, mentorship, and public service.
His experiences growing up in South Los Angeles helped shape his understanding of the importance of opportunity, education, mentorship, and community relationships.
He has participated in youth development initiatives, community outreach, professional education, and public service activities throughout Southern California.
His professional and civic involvement reflects his belief that meaningful leadership extends beyond job titles and organizational boundaries.
In June 2026, Lampkin received the George Rochester Professional Award from the La Habra Chamber of Commerce.
A Philosophy of Leadership Rooted in Service
Throughout his career, Lampkin has maintained that professional success should not be measured solely by titles, credentials, or organizational authority.
Instead, he emphasizes the responsibility individuals have to improve the environments they influence.
His experiences in law enforcement, business ownership, education, and public service have reinforced a consistent perspective:
Strong leaders create the conditions for others to succeed. Strong organizations are built when those leaders turn their values into everyday actions.
Through Harbinger Horizon LLC, Lampkin continues working to strengthen organizations, develop effective leaders, and encourage workplaces where people are respected, supported, and empowered to contribute.
